ATTORNEY PROFILE

Shannon is a skilled trial attorney and trusted legal advisor with over 14 years of experience in federal and state litigation. She has built a distinguished career representing municipalities, public officials, school districts, private entities, and non-profit organizations in complex legal matters, including constitutional law, civil rights litigation, and employment disputes.  Her litigation experience spans trial courts to the appellate level, having handled cases in the United States District Courts for the Northern and Western Districts of New York and arguing multiple appeals before the Second Circuit Court of Appeals.

Shannon’s practice focuses on civil litigation defense, including representation of public entities and employees in Section 1983 constitutional litigation, Title VII workplace discrimination claims, and Fair Housing. She also provides proactive legal counsel on employment policies, regulatory compliance, and risk management, ensuring organizations are prepared to navigate evolving legal landscapes. She frequently represents clients before administrative agencies, including the EEOC, HUD, and the New York State Division of Human Rights.

A recognized leader in municipal law and government litigation, Shannon has litigated and worked on cases of first impression that has been instrumental in shaping policies related to police use of force, law on searches in schools, workplace compliance, and civil service law. As a Fellow of the International Municipal Lawyers Association (IMLA) and a published legal scholar, she is highly regarded for her contributions to municipal governance, civil rights law, and public policy development.

Outside the courtroom, Shannon brings the same passion and determination to her personal life. A former athlete, she still loves the competitive spirit of sports and can be found cheering on the Yankees, as well as college football and basketball—especially during March Madness. When she’s not in the stands or watching the game, she’s embracing the great outdoors, whether hiking scenic trails, biking through Upstate New York, or taking her Jeep on an off-road adventure. A true foodie at heart, Shannon enjoys experimenting in the kitchen, creating meals that bring people together. Whether it’s cooking, exploring the wilderness, or diving into a good game, she believes in making the most of every moment—both in and out of the office.
